1. Understand CIPA Compliance Requirements

  • Schools that receive federal funding through E-Rate must follow the Children’s Internet Protection Act (CIPA).

  • CIPA requires districts to filter and block content that is obscene, harmful to minors, or promotes illegal activity.

2. Know the Role of Web Filters

  • Districts use content filtering tools (e.g., GoGuardian, Lightspeed, Securly, iBoss) to block:

    • Adult content

    • Gaming and gambling sites

    • Social media

    • Streaming platforms (e.g., YouTube, Netflix)

    • VPNs and proxy services

3. Recognize Bandwidth Management

  • High-bandwidth websites and apps (like video streaming or gaming) may be blocked to ensure network speed and performance for instruction and testing.

4. Understand Instructional Focus

  • Some apps are blocked to keep students focused on learning and prevent distractions during class time.

5. Check Access Levels

  • Access may differ by role:

    • Students may have stricter limits than teachers or staff.

    • Some apps are only accessible during specific times or on certain networks (e.g., school Wi-Fi vs. guest Wi-Fi).

6. Security Concerns

  • Websites/apps may be blocked due to:

    • Malware or phishing risk

    • Data privacy concerns

    • Unauthorized software installations

7. District Policy and Approval Process

  • Some blocks are based on district-approved software lists.

  • Teachers/staff can often request a site/app review or unblock through the IT department.

8. When in Doubt, Submit a Ticket

  • If a site or app you need is blocked:

    • Submit an IT support ticket with the URL or app name

    • Include why it’s educational or job-related

    • IT will review and respond based on policy
